Raila says bickering among Luo Nyanza politicians bad for his presidential campaigns

Cord leader Raila Odinga has told politicians in Luo Nyanza that violent campaigns, hooliganism and bickering among them could injure his presidential ambitions.

Mr Odinga said while he has managed to convince members of other communities to support his presidential bid, politicians from his own backyard (Luo Nyanza) are busy bickering and causing violence thus frustrating his leadership.

“I am saddened with a section of Luo Nyanza politicians who have resorted to engage in petty politics, violence and propaganda in their campaigns instead of upholding peace. This has made other communities to question my leadership skills,” stated Mr Odinga.

Mr Odinga was speaking Tuesday at Nyamira Kango in Bondo Constituency where he expressed confidence of ousting the Jubilee administration.

“Kenya is big and I have to tour all parts seeking for votes. I do not have time to come back to the Luo counties to mediate among the rival leaders. It is high time the leaders upheld decorum in their campaigns,” said Mr Odinga.

BETTER CHANCE

Mr Odinga assured the Luo Nyanza voters that he stands a better chance (compared to other opposition aspirants) to win the 2017 elections which are only seven months away.

He stated that he can only win the next elections if politicians and voters from his backyard give him total support by acquiring ID cards and registering as voters.

At the same time, Gem MP Jakoyo Midiwo has asked all politicians in Luo Nyanza to dedicate their time and resources towards campaigning for a Raila presidency.

Mr Midiwo asked all the leaders seeking to be MPs, governors, senators and women representatives to shelve their political interests and campaign for Mr Odinga.

“It is illogical if we struggled so much and became elected in our respective seats yet Raila fails to become president. We need to ensure that Raila is the next president as he has [one] bullet [remaining],”said Mr Midiwo.

A Kitui court on Wednesday directed Philip Isika Tito, driver of county government’s fire engine that crashed former Mayor Martha Mwangangi to death, to undergo a psychiatric exam before facing murder charges.

The State Counsel, led by Margaret Matiru, told Resident Magistrate Rose Ombata that the prosecution had concluded investigations into the deadly accident and preferred murder charges against Mr Tito.

Ms Matiru said the lower court lacked jurisdiction to handle such a matter and requested the court to order further detention of the accused at Kitui GK Prison until the High Court resumes duty.

“We also pray this court to order mental assessment of the suspect to ascertain whether he is fit to stand trial before he is officially charged,” she added.

The court directed that the suspect be remanded until January 12, 2017 when his case will be mentioned for submission of the psychiatric assessment report and fixation of a date for the subsequent plea.

Isika was first arraigned in court on December 19 where the court granted detectives, led by Investigating Officer Inspector Julius Omari, seven more days to conclude their probe into the incident.

There was confusion after police arraigned Mr Tito in court instead of a John Nzuki whom the police had earlier told journalists they were holding in connection with the fatal accident.

But County Commissioner Boaz Cherutich and County Police Commander Cheruto Githinji said that there was a mix up in the names and that the person who actually drove the fire engine was Mr Tito.

Mrs Mwangangi was killed on December 16 after protests against demolition of kiosks in Kitui Town turned tragic.

She had joined the protests alongside former Land Cabinet Secretary Charity Ngilu to show solidarity with the affected traders.

Eyewitnesses said the driver was trying to scare away the rowdy crowd that was threatening to torch another county vehicle outside Kitui Central Police Station when he accidentally ran over Ms Mwangangi and missed Ngilu narrowly.

Rarieda MP Nicolas Gumbo and businessman William Oduol have formed a political alliance with an eye on the Siaya governor’s seat in 2017.

The two have vowed to support whoever among them wins the party nomination in an effort to oust incumbent Cornel Rasanga.

Mr Gumbo and Mr Oduol said that their main reason for vying for the governorship was to liberate Siaya residents from abject poverty by introducing viable development projects which will transform their lives.

The politicians also vowed that their newly found union will succeed in removing Mr Rasanga from power.

“I know everybody is happy with our union except one person - Mr Rasanga - who is the greatest enemy of the county’s development.

“We will work as a team to send him home and deliver the people of Siaya,” said Mr Gumbo.

The two were speaking at Rarieda Mixed Secondary School in Rarieda Constituency during the launch of Mr Gumbo’s governorship campaigns.

Mr Gumbo regretted supporting Governor Rasanga during the 2013 general election saying he has failed to deliver tangible development projects to the people of Siaya.

TRANSFORM SIAYA

“I want to apologise to you people of Rarieda and the entire Siaya County for forcing Rasanga on you. It is time we got a leader who will transform the county instead of the incompetent Governor Rasanga,” said Mr Gumbo.

Mr Gumbo has, at the same time, called on nominated MP Oburu Oginga to support his governorship bid.

“It is high time Dr Oburu endorsed my governorship bid. I was the only legislator behind his Senatorial bid before changing to the gubernatorial seat bid as opposed to other legislators who were supporting Oduol and Orengo for the gubernatorial and senatorial seats respectively,” said Mr Gumbo.

Mr Oduol who vied for the same ticket in 2013 and later challenged the results in court leading to a by-election, said he is willing to be Gumbo’s running mate in the polls should he defeat him in the nominations.

RUNNING MATE

“We will win the elections for a better transformed county. Our first huddle is in the nominations where Gumbo and I have vowed to be each other’s running mate in case either of us loses,” said Mr Oduol.

Gem MP Jakoyo Midiwo who has been a vocal critic of Governor Rasanga endorsed the Gumbo-Oduol partnership.

“I am ready to [support] the Gumbo-Oduol partnership. This is because Siaya residents are tired of the poor leadership of Governor Rasanga. My vote is with them whether they fail or succeed,” said Mr Midiwo.

“I apologise to my brother Oduol and the people of Siaya for campaigning for Governor Rasanga who had and still has no agenda for this county. I want to assure my brothers Gumbo and Oduol that we are in this together,” he said.

Mr Carey Orege, a former permanent secretary, has also expressed interest in the seat.

Education Cabinet Secretary Fred Matiang’i is set to release the 2016 Kenya Certificate of Secondary Education (KCSE) examination results on Thursday.

The results will be released at Shimo La Tewa High School in Mombasa at 2.30pm.

Dr Matiang’i presented a brief on the results to President Uhuru Kenyatta at State House, Mombasa, ahead of the announcement.

He was accompanied by Education Principal Secretary Belio Kipsang, Kenya National Examinations Council chairman George Magoha, acting Knec CEO Mercy Gathigia and Teachers Service Commission CEO Nancy Macharia.

This year, a total of 577,253 candidates sat for the examination at 9,158 centres across the country.

This number is higher than the 522,870 who sat for the examination last year, an increase of 54,383 candidates.

There were 274,423 girls and 302,830 boys who sat for the exam, compared with 243,581 girls and 279,289 boys in 2015.

The examination was conducted under tough new guidelines that were introduced by the government to curb cheating.

The results of 5,000 candidates were cancelled last year because of irregularities.

“Consociationalism”

Consociationalism is a form of democracy which seeks to regulate and stabilize a society comprised of diverse groups. In recent years, it has become a major demand of Israeli Arabs.

Definition

Consociationalism is a form of democracy which seeks to regulate the sharing of power in a state that comprises diverse societies (distinct ethnic, religious, political, national or linguistic groups), by allocating these groups collective rights. The executive-power sharing is mainly characterized by proportional representation, veto rights and segmental autonomy for minority groups.

In recent years, it has become a major demand of Israeli Arabs.

Background

Consociationalism stands in contrast to the concept of ‘majoritarian democracy.’1 Majoritarian systems call for the integration of minority groups and the distribution of individual rights solely. However, the consociationalist approach consists in accommodating minorities, by granting them collective rights.

There are four characteristics of Consociationalism:2

Executive power-sharing – forming a ‘grand coalition’ with leaders representing all significant segments of society. The institutional expression of the ‘grand coalition’ is a multi-party cabinet.3

Mutual Veto – giving groups within a state the right to veto the government’s decision-making. It will thus be necessary to reach mutual agreement among all parties in the executive.4

Proportional Representation – enabling groups to be a part of the state’s decision-making and to have their voice heard in the highest instances of policy-making.

Segmental Autonomy – giving minority groups the possibility for self-rule within the boundaries of the state.

Rather than having a particular structure, Consociationalism could take different forms in different places,5 and the division of power between the central government and the autonomous political units varies.

TERM DATES 2017

The Ministry of Education has released term dates for 2017, with the first term set to begin on January 4. Students in all public learning institutions are expected to be in school for 14 weeks in the first and second terms respectively and nine weeks in the third term to allow candidates undertaking their national examinations to do so without distraction.

For the first term, the ministry has set dates for the midterms in which students will break in the first term from 27th February to March 4th while for the second term the dates will 19th to 24th June. In the third term, the students will be required to be in school throughout as the term is short.

The Kenya Certificate of Primary Education (KCPE) will be commencing from 30th October to 3rd November while the Kenya Certificate of Secondary Education (KCSE) will run from the 6th to 30th November. County Directors of Education, school principals and head teachers have received the new dates and are expected to comply.

The Ministry said the decision was agreed upon after a lot of consultations with various stakeholders and key players in the education sector.

Homa Bay County bears the largest brunt of the HIV/Aids scourge in Kenya, a study has shown.

Out of the 1.6 million people with HIV/Aids in the country, 10 per cent or 159,970 were in Homa Bay in 2013 as were 4,629 people or 10 per cent of the national total who died of Aids-related complications.

According to the First Homa Bay Multisectoral Aids Strategic Plan (2014/2015-2018/2019), the main drivers of HIV/Aids the eight sub-counties are poverty, cultural and sexual attitude and behaviour, the fishing industry networks, lifestyle related factors, health risk behaviour and professional related issues.

Mbita Sub-County has the highest number of HIV/Aids individuals at 23 per cent.

The sub-county’s high number is attributed to the fishing industry, the study said.

CONDOMS FOR FISHERMEN

The council also distributed condoms to residents, especially those in the fishing industry.

The council’s HIV prevention expert Joab Khasewa said the drive was as a result of the worrying statistics.

“We are providing these services for free,” Mr Khasewa said.

He added that the council is determined to inform HIV/Aids patients on the need for continued antiretroviral therapy.

Aids expert Ben Otieno said when treatment breaks, the viral load goes up very fast while the CD4 count drops significantly.

“When HIV positive people stop taking ARVs, they may have the same symptoms like the ones they had when they were newly infected,” Dr Otieno told residents.

He added that when the patients go back to medication after taking a break, they may experience more side effects.

According to Dr Otieno, the patients might also have difficulties in adhering to taking their doses correctly.

“Anti-retroviral therapy shouldn’t be interrupted without the advice of healthcare providers as viral load and CD4 cells levels should be carefully monitored,” he said.

Update 12:15 UTC Sunday:

Many houses have been damaged in Bukoba municipality, and likely also in rural settings. A school (or school residence) was damaged with 15 boys injured. The death toll remains 12 as far as we can work out, with over 200 injuries.

The vulnerable nature of the building typologies are one cause of the high number of fatalities through this event, but of course a magnitude 5.9 earthquake would cause major damage even in developing countries like Germany or Australia.

At the last census in 2012, Kagera district is mostly rural with around 9% being urban. Over half of buildings are built of Pole and Mud (often basic columns with rammed earth in between in Adobe style). 41.4% of buildings are built with bricks of mostly baked or sun-dried form. Only 7% of people own a television and this is one of the poorer regions of Tanzania.

Adobe buildings are often very vulnerable to earthquakes, but more information is required as to the pole and mud typologies as often local building styles have been adapted over time to resist earthquakes (however likely given the lack of earthquakes in the district historically this is probably not the case.)

The Bukoba earthquake has 11 deaths and 196 injuries in the Bukoba Municipality.

In Karagwe district, the earthquake has caused the death of one person and wounding three others and pulling down ten houses. Mkoani Mwanza, also was greatly affected by the earthquake.

Historical earthquakes have been recorded in the region within 150km of the epicenter, however only a few damaging events have occurred in the last 117 years according to CATDAT. In March 1945, 5 people were killed in the Masabe earthquake, just north of where this one occurred. Similarly in 1947 and 4 May 1960 shocks have caused damage in the area. June 30 1952 (M6) and 1994 (M4.5) had shocks closer to Bukoba. However, the catalogues show that there has been very few earthquakes in this region in general (within 100km), with other parts of Tanzania, Uganda, Rwanda and Burundi usually affected by earthquakes.

Update 08:00 UTC Sunday:

Unfortunately the death toll has risen to at least 11 (with 13 also mentioned) with over 200 injured. It is likely this will rise in the coming hours as more information is collected. The epicenter was likely closer to Bukoba.

Due to the lack of local seismometers, earthquakes are often misplaced in the part of the world therefore it should be said that the usgs shakemap and other solutions differ a lot and although of course very useful, should always be used with their uncertainties.

We got this report from Philipp from Bukoba : gosh my friend just came back back and told me there are casualties in another part of Bukoba town in Kashai children buried under collapsed houses... oh my God, i never expected any casualties to come from earthquakes here in Bukoba... my house was shaking vigorously but apart from one small crack in the wall and plaster falling down i didn't see any damage

Kigali - A bit of surprised that in Kigali it was felt Kigali - No damage. One big shake. entebbe - No damage that I'm aware of. The house rumbled and rattled. I'm directly on the soreline of Lake Victoria, there was no noticeable water surge. Kampala - Felt in Kampala, no damage. Mbale - Gentle tremor for a minute or two. mwanza - Seal fan was shacking. And loud sound from everywhere. All large building were shacking Rabuor, Kisumu - No damage. Other reports of the same event from Nyanza, Rift Valley and Western regions of Kenya BUKAVU - léger pendant 30 à 45 secondes Kitale - Felt it strongly in house. Items vibrated, rattled, including windows, furniture. Lasted about 3 minutes, getting more intense by the minute. Kampala - Moderate to strong shaking slightly over a 30 seconds accompanied with a "passing" low tone rumbling sound Bujumbura - Il n y a pas eu de degats juste quelquzs secousses une dizaine de secondes Bujumbura - Quelques secousses pas de degats nakulybye kampala - i got so scared Bondo - 10th September 2016, 1525 hours East African Time. Same time and day another earthquake reported in Uganda. Kigali - It is too taff and dangerous Mwanza - I flew to Mwanza in the morning from Bukoba enroute to Dar es Salaam in the evening. The TV was shaking then stopped for a while and started again. I went out on realising it was tremor. Later heard about the disaster in my home town. And it had collapsed houses, hitting people in my own Village, Mulaya katerero ward.

It shook for a long time. Kampala - Low rumbling tone for about 30-60secs. Everyone went outside. Kampala - strange and frightening sensation. Third time in less than two years. Najjeera-Kampala - Shaking for a good 20 seconds but no damage. Kitale - Felt household items rattling, glass, roof vibrating. Lasted about 3 minutes, getting more intense by the minute. Kaniga-Gicumbi-Province Nord - Aucun dommage Hima - Kasese - Property not damaged but the ground shaking lasted almost a minute, Central - BUGEMA IN LUWERO DISTRICT I was seated in my room then i experienced that. my laptop fell down including my food on a chacaol stove yet am a student. Musoma - No damage Webuye - I was just having my lunch on 10 September 2016 at my hotel stay, Felt light Shaking. Lasted for few secs. Restaurant refrigerator starts shaking making little noise of bottles which kept in the refrigerator.
