Raila takes on Kibaki over Devolution

Prime Minister Raila Odinga has warned of a scheme to derail devolution of power to the grassroots. Odinga says undermining the authority of governors was part of the plot and urged the officials to unite in defense of devolution. Raila's remarks come a day after President Mwai Kibaki told elected governors that the country remains a unitary state, a statement that was immediately dismissed as misleading by the Constitution Implementation Commission chairman Charles Nyachae. And as NTV's Brenda Wanga reports, the devolution tussle is seemingly proving to be the first post election challenge.
